With the release of Episode 9 comes the update to the full Socket Enchant system which we've been discussing on our Discord for a while. The existing NPCs can now put sockets into an updated list of NPC gear and the system remains chance-based. We have also added eight new NPCs on the Pharos Beacon Island that will socket craftable gear and equipment dropped from monsters. This system is fail-safe but more expensive.
